Joandsarah77 asked me for clarification and details of the method I originally described in this thread for making sure that custom 'hoods don't all have the same townies. It's really, really simple, but I thought a little tutorial might be helpful because it seems that most people don't do things the way I do.

As you may or may not know, I've been rebuilding yet again with the switch to the new computer, will all EPs and SPs and so on. I'm trying to "do it right," so it's taking longer than I expected.
